مضت أكثر من عشر سنوات على الأزمة المالية العالمية، إلا أن آثارها ما تزال متواجدة في مختلف البلدان. فالدول المختلفة ماتزال تعانى من انخفاض معدلات النمو والإنتاجية. ولقد جاءت أزمة فيروس كورونا المستجد لتزيد من حدة المشكلة وتؤدي إلى المزيد من الانخفاض. ولقد لجأت الحكومات لحزم من السياسات المتنوعة بهدف تنشيط ودفع الطلب الكلي، إلا أن تلك السياسات لم تنجح في تحقيق هدفها على النحو المرجو. وهو الأمر الذي دفع برواد النظرية النقدية الحديثة إلى طرح تلك النظرية في محاولة منهم لإيجاد حلول مختلفة تهدف بشكل رئيسي لاتباع سياسات مالية توسعية.وترتكز النظرية النقدية الحديثة على فكرة رئيسية مفادها أن الدولة التي تتمتع بالسيادة النقدية لا يمكن أن تفلس أو تتعثر، ومن ثم يمكنها التوسع بحرية في الإنفاق العام طالما بإمكانها إعطاء الأمر للبنك المركزي عند اللزوم بتغذية حساباتها بالمبالغ التي تحتاجها لتمويل أعمالها. فالسياسة الاقتصادية المثلى هى التي تركز على تحقيق التشغيل الكامل والاستقرار المإلى، بدلًا من التركيز على حجم العجز بالموازنة العامة للدولة وحدود الدين العام. ويؤخذ على النظرية النقدية الحديثة أنها تفتقر لوجود إطار نظري متين، كما تتجاهل في تحليلها الآثار السلبية التي يمكن أن تنتج عن التحرير الكامل لأسعار الصرف، وعن تمويل عجز الموازنة العامة للدولة بشكل كامل بالاعتماد على التوسع في الإصدار النقدي. أضف إلى ذلك أنه بملاحظة الواقع الاقتصادي الحالي يتضح أن النتائج المنتظرة من تطبيق النظرية لم تتحقق على أرض الواقع. وتهدف هذه الدراسة إلى استعراض أبرز معالم النظرية النقدية الحديثة وفروضها، وتحديد أوجه الاتفاق والاختلاف بين تلك النظرية والنظريات السابقة. كما تسعى هذه الدراسة إلى تقييم تلك النظرية وتحليل مدى سلامة فروضها.
